Monroe Street

The Monroe Street Greenway will run from the Trolley Trail at Milwaukie Bay Park through downtown Milwaukie to the multi-use paths along Linwood Ave. Separately, Clackamas County is undertaking design and construction of the greenway from Linwood Ave. to Fuller Rd. (construction Winter 2025 – Spring 2026). You can learn more about the Clackamas County extension here.

Within Milwaukie city limits, this project is divided into four segments including the following. To see a map of the entire project refer to the Full Segment Map.

  • Washington-Monroe Street East Segment (SE 37th Ave. to SE Linwood Ave.) This Engage

  • Downtown Segment - McLoughin Blvd. (99E) to SE 21st Ave.

  • Seven Acres Apartments - SE Oak St. to SE 37th Ave. (Separated path built as part of the Seven Acres Apartments, which is complete)

Construction Schedule: Construction is expected to begin spring 2027

Next Steps: Homeowners who may have right-of-way encroachments in front of their property were notified in the fall. Right-of-way encroachments should be removed prior to construction (anticipated spring 2027). The city will give property owners additional notice prior to construction, too. If you have questions about potential encroachments in front of your property, please reach out to project staff for additional information.

  • Hello. I am inquiring if the washington-monroe segment is still on track to begin construction in the fall of this year (2026). I am the Linwood NDA chair and I have neighbors asking about this. Additionally, is the factsheet from September of 2024 still accurate overall? Thanks for your help.

    The construction schedule for the Washington-Monroe portion of the greenway project has been delayed. We expect this portion of the project to go out to bid for construction in spring 2027. There is an updated project map from October 2025 in the "Important Documents" section which includes updated project extents, including sidewalk infill on Monroe Street from west of SE 44th Avenue to SE Garrett Drive.

  • So what is the current status of the design of driveway approaches for driveways on Washington Street, between 40th and 42nd? When will property owners be updated with information on how the project will be affecting their property?

    We expect to have a final design plan set in fall 2026 with construction beginning in the first half of 2027. We will continue to publish communications updates, including individual property owner outreach, via this website and our quarterly email updates.   

  • Hello, I am curious if the commercial truck loading zone at Home and Monroe is still in your plan. If so, are there plans to shield neighboring properties from noise. Specifically soundproofing concrete walls like those adjacent to the Safeway truck loading dock that preserve the privacy and quality of residential yards. Thank you.

    The westbound lane of Monroe Street, east of the Home Avenue intersection, is wider to accommodate truck loading/unloading in this area. This decision is based on community feedback received at the February 2024 open house. There are no plans for additional sound-proofing, as we do not anticipate an increase in truck loading/unloading from current conditions. 

  • I'm sorry I couldn't make the open house. I'm very excited to see sidewalks on Monroe! I'm checking to see that street parking will remain available on at least parts of Monroe. (I really like the off-street bike paths on Linwoods, but double bike lanes on both sides of the street, with no parking along long blocks, is a mess. Just want to make sure that isn't going to happen here.) I'm not sure if there are plans to add curbs or anything to Monroe.

    Yes - street parking will remain available on parts of Monroe. Linwood is considered an arterial, and is not intended for street parking. Monroe is a collector and street parking is allowed and will be maintained on the unimproved side of the road.
