What is a neighborhood greenway?

    Neighborhood greenways are low-volume, low-speed routes that provide safe, quiet routes for motorists, pedestrians, and cyclists. Neighborhood greenways often include improvements that reduce vehicle speeds (for example, with curb extensions or mini traffic circles), which makes them safer and more inviting for neighbors, walkers, and bikers, while also reducing cut-through traffic from outside the neighborhood.

    As an important east-west route across Milwaukie, Monroe Street connects several neighborhoods and downtown Milwaukie, and has been identified in the city’s Transportation System Plan (TSP) as a "neighborhood greenway."

    What are the segments of this project in Milwaukie city limits?

    • The Downtown Segment runs from 21st Ave. to 29th Ave. It runs from downtown, across the light rail and ends at 29th Ave. Milwaukie is currently looking into funding this segment.
    • The Central Segment runs from 29th Ave. to 34th Ave. It crosses Highway-224 and turns onto Campbell St. to use the Oak St. railroad crossing. This segment is scheduled to be completed in 2025-2026.
    • The Seven Acre Apartments Segment runs from 34th Ave along Monroe Street to 37th Street, where it turns south toward Washington St. This segment is complete.
    • The East Segment runs from 37th Ave. to Linwood Ave. It will run along Washington St. to Garrett Dr. back to Monroe St. for a safer route with fewer cars. The East Segment will pass Homewood Park and Wichita Park on the way to the edge of the city on Linwood Ave. This segment is in the design phase and is scheduled to be constructed in 2025-2026.

    When was the concept plan for this project completed?

    In the mid 2010’s, the city secured a State grant to create the Concept Plan that defines Neighborhood Greenway improvements along Monroe St. from 21st Ave. to Linwood Ave. (Milwaukie's eastern boundary). The concept plan was adopted by City Council on February 6, 2018 by Resolution 8-2018.

    How and when was the Washington Street alignment selected?

    In February 2018 a traffic study was conducted evaluating various greenway alignments and traffic diversions. Based on the traffic study and public comments received, the Washington Street Alignment was adopted by City Council on June 5, 2018 by Resolution 36-2018. 

    How can I provide comments on the project?

    There will be an updated roll map at the open house on September 12, 2024. Public comments on this segment will be accepted through September 20, 2024. 

    Where are you putting sidewalks?

    We will be adding sidewalks along the greenway route, as well as improving existing sidewalks and curb ramps to make them more accessible to all users. Sidewalk improvements include:

    • North side of Monroe St. from Garrett Dr. to Stanley Ave.
    • South side of Monroe St. from Stanley Ave. to Linwood Ave.
    • Sections of the north and south side of Washington St.
    • Sections along Garrett Dr. 

    What are you doing to make the greenway safe for cyclists?

    To make the greenway safer for cyclists, we are:

    • Adding traffic calming measures such as speed cushions, 
    • Narrowing segments of the road,   
    • Adding "sharrows" and green striping on the pavement to show cars to share roadway with bicycles
    • Adding signs to intersecting roads to notify motorists of greenway crossings, including 4-way stops and Washington and 40th and Washington and 42nd.

    What will happen to our trees and landscaping?

    The city is making every effort to preserve as many trees as possible along the route. This includes strategic crosswalk and sidewalk placement, relocating stormwater management facilities, and curb bump outs.

    How will this project tie in to other greenways?

    This project intersects a number of designated greenways throughout the city. They will be connected by:

    • The Monroe Greenway originates at the trolley trail in downtown Milwaukie.
    • The north-south greenway along 40th Ave. will extend to Washington to connect with the Monroe Street Greenway.
    • The north-south greenway along Stanley will extend to Monroe Street, and will cross Monroe street at an elevated crosswalk.
    • The Milwaukie portion of the Monroe Greenway terminates at Linwood Ave., where it will intersect the county-constructed portion of the greenway.
