The Monroe Street Greenway will run from the Trolley Trail at Milwaukie Bay Park through downtown Milwaukie to the multi-use paths along Linwood Ave. Separately, Clackamas County is undertaking design and construction of the greenway from Linwood Ave. to Fuller Rd. (construction Winter 2025 – Spring 2026). You can learn more about the Clackamas County extension here.

Within Milwaukie city limits, this project is divided into four segments including the following. To see a map of the entire project refer to the Full Segment Map.

  • Washington-Monroe Street East Segment (SE 37th Ave. to SE Linwood Ave.) This Engage

  • Washington-Monroe Street East Segment (SE 37th Ave. to SE Linwood Ave.) This Engage Milwaukie project page is focused on the East Segment of the project, including parts of Washington St., Garrett Dr., and Monroe St. Check out the September 2024 Washington-Monroe Greenway Project East Segment Factsheet.   • Downtown Segment - McLoughin Blvd. (99E) to SE 21st Ave.
  • Central Segment - SE 21st Ave. to SE Oak St.
  • Seven Acres Apartments - SE Oak St. to SE 37th Ave. (Separated path built as part of the Seven Acres Apartments, which is complete)

(9/26/25) Update:

Funding: In July 2025 the project received approximately $1.5 million of additional funding. These funds will be used to add a flashing pedestrian crossing sign at 37th Ave. and Washington St., pave the route, and add sidewalks on the north side of Monroe St. west of 47th Ave.

The Design Phase: The Washington-Monroe Street East Segment design will continue through the end of 2025. In January and February 2025, the design consultant, Consor, continued work on the design of individual driveway approaches, crosswalks, and stormwater management facilities.

Construction Schedule: Construction is expected to begin fall 2026

Next Steps: Homeowners who may have right-of-way encroachments in front of their property were notified in the spring. Right-of-way encroachments should be removed prior to construction (anticipated fall 2026). The city will give property owners additional notice prior to construction, too. If you have questions about potential encroachments in front of your property, please reach out to project staff for additional information.

Greater Milwaukie Monroe Greenway Updates: Construction has begun on the segment of the greenway east of Linwood Ave. Clackamas County is managing this project. See the County’s website for more information.

  • The Central Segment of the Monroe Greenway is currently in the early stages of design. A public open house to share the design plans is scheduled for Wed., October 22, 2025 (5 - 6:30 p.m.) at the Public Safety Building,3200 SE Harrison St.
