Help Map the Invisible Infrastructure of Resilience in Milwaukie
A resilient community is built not only on its physical infrastructure, but also on the relationships, trust, and networks of care that connect people to one another. This invisible infrastructure is critical before, during, and after an emergency, and it functions exactly like physical infrastructure. It must be built before it is needed. It requires investment and maintenance. It degrades when neglected. And when it fails, the consequences are measurable in lives, recovery timelines, and long-term community health.
Through a survey and mapping exercise, the city seeks to better understand the places, people, and relationships that residents rely on for support in both everyday life and times of crisis. By mapping these networks of care and trust, and the nodes of this invisible infrastructure, we can better understand the strengths that already exist in Milwaukie and identify opportunities to build a more connected, equitable, and resilient community.

Take the Community Survey (5–10 minutes)- Tell us more about your need for assistance during an emergency, as well as the people, places, groups, and organizations you trust and rely on. What strengths exist in your neighborhood? Who helps care for others during difficult times? What stories of community care, mutual aid, or resilience would you like to share?
Map Trusted and Vulnerable Spaces- Help identify the places that matter to you. Map trusted spaces where you feel connected, supported, or welcome, as well as locations that may be vulnerable to hazards or disruptions.
