Charting the Future for Milwaukie Parks
The city is currently gathering community input about the future of Milwaukie's parks, including who manages them and how they are funded. Please read on to learn more about the background and then participate in a short survey about the future of Milwaukie's parks.
Background:
Since 1990, Milwaukie taxpayers and developers pay the North Clackamas Parks and Recreation District (NCPRD) to manage its parks, recreation programs, facilities and services. NCPRD serves the city and surrounding unincorporated Clackamas County. During this time, however, the city has continued to own its parks properties.
The challenges with this structure include:
Years of underinvestment in Milwaukie parks by NCPRD
Limited local control over parks priorities and projects
Concerns that Milwaukie taxes and system development charges are spent outside the city
Because of these challenges, City Council has directed staff to look into planning the city’s withdrawal from NCPRD and assuming maintenance and operation of Milwaukie's parks. Council gave this direction against the backdrop of the following considerations:
• City Council’s goal to complete Milwaukie Bay Park, a project NCPRD previously led and was supposed to complete in 2022 • Affordability impacts on ratepayers • Funding pressures on other city services • The possibility that a general tax increase may be needed within the next few years to maintain core city services
How to participate:
The city would like to gather the community's thoughts about the future of Milwaukie's parks. Please take a few minutes to share your thoughts and feedback in the survey below. For any questions, please submit them using the questions tool below and staff will respond.
Thank you for participating!
