The draft Naming Policy states that Naming after an outstanding deceased individual is allowed where that person's significance is not necessarily limited to an individual’s financial or business success but rather was exceptionally dedicated or demonstrated excellence in service that has made a positive impact to the land, community, the City of Milwaukie, North Clackamas Parks and Recreation District, State of Oregon, the United States, or world. The naming policy allows two opportunities for public participation: 1) community members can submit recommendations for consideration by the naming subcommittee and 2) Community members can submit a public comment at Council Regular sessions. Often in the development of parks, libraries, or other public assets donations of land or cash exchange for naming rights are common practice. The draft Naming Policy and separate Memorial and Donation Policy do not allow for naming rights to be sold in exchange for land or cash.
