Update: (2/7/2025): City Council Goals (2025-2027) were adopted at the Feb. 4, 2025 City Council Regular Session. Below is a summary of the goals that were chosen. To review draft action plans for what council wants to accomplish in these goal areas review the Packet & Exhibits (pages 41-43).
Economic Development: Support Milwaukie’s Business Districts and invest in Neighborhood Hubs.
Parks and Greenspace: Deliver Milwaukie Bay Park and expand equitable access to greenspace, including the future restored Kellogg Creek Natural Area.
Affordability: Identify opportunities to provide utility relief and support more affordable housing development in Milwaukie.
Update (1/28/2025): Thanks to everyone who participated in the City Council Goals (2025-2027) Survey, attended the January 7 Town Hall, and submitted comments by email. A summary of the community feedback is now available at the link below or under Documents on this page. Please keep in mind that this is only one input into the goal setting process. Council will consider this along with other data at their retreat on Jan. 31 and Feb. 1, 2025 before choosing goals for 2025-2027. In addition, there are no guarantees that example action items will be accomplished if a goal is chosen. Goal ideas will be finalized in Mid-February by council resolution.
Note: Below is the original information for this project page.
City Council regularly sets goals to articulate policy priorities and help direct resources to deliver timely outcomes. Generally, goals are set for two years. The current City Council wants to better align the timeline of their goals with the city's biennial budget calendar. They are currently considering what goals to select for 2025-2027. New goals would then be set in 2028.
The goal setting process kicked off in November 2024, with City Council generating a starting list of several potential goal "ideas." City Council will continue to discuss and finalize their goals for 2025-2027 at a retreat on Jan. 31 and Feb. 1, 2025. They will select up to three goals that will help guide the city's work and funding decisions for the next three years (some goals may take less time to accomplish than others; the goal duration will be determined at the retreat).
To help with the discussion, community members are encouraged to provide feedback prior to the retreat. Feedback will be collected using the survey tool below until Thursday, Jan. 16, 2025 (5 PM) and at a town hall on Tuesday, Jan. 7, 2025. Below is a quick description of the survey and some information about the town hall. You can also share comments by emailing ocr@milwaukieoregon.gov. We are excited to hear from you!

First, you are asked to review the goal ideas generated by City Council and choose up to three ideas you think should be prioritized.
Each goal idea includes a list of action item examples to illustrate what might be accomplished, if it is selected by City Council. Please keep in mind, there is no guarantee the examples will be accomplished should a specific goal be chosen.
Next, you are asked to list specific things you hope the city will accomplish to advance the goal ideas.
Lastly, you are asked if there are any goal ideas not included on the survey you think City Council should consider.
